Die Arbeitsgruppe „Lenkung und Regelung des Straßenverkehrs“ behandelte unter Schweizer Vorsitz (2001 - 2005) den Auftrag zur Sicherstellung der Leistungsfähigkeit und der Sicherheit der Straßeninfrastrukturen.
Unter französischem Vorsitz wurden zwischen 2005 und 2006 folgende Themen bearbeitet:
Aufbauend auf den Ergebnissen der Arbeit
Unter österreichischer Präsidentschaft (2006 - 2009) wurde, in Entsprechung des Ministerauftrags von Lyon 2006, eine Studie EU-weit ausgeschrieben. Die Studie sowie das vertiefende „Presidential Paper“ hatten das Ziel, fünf Verkehrsmanagementsysteme (im Sinne von nachhaltigen, umweltfreundlichen und auf die Straßenverkehrssicherheit bedacht nehmende System) auf einer wissenschaftlichen Ebene vertieft zu analysieren und in Hinblick auf die VerkehrsministerInnenkonferenz im Rahmen des Züricher Prozesses, die unter österreichischem Vorsitz in Wien stattfand, eine weiterführende Entscheidungsgrundlage in Richtung eines Verkehrsmanagementsystems für die Alpenländer Deutschland, Frankreich, Italien, Schweiz, Slowenien und Österreich zu erstellen. Die Erkenntnisse der gegenständlichen Untersuchung laufen im Wesentlichen darauf hinaus, dass die drei Verkehrsmanagementkonzepte „Alpentransitbörse“, „Handel mit Emissionsrechten“ sowie Mautmodulierungssysteme in Hinblick auf eine mögliche Implementierung sowie unter Einschluss der Ausarbeitung von beispielsweise rechtlichen Fragen wie einer möglichen EU-Kompatibilität nun in Folge vertieft untersucht werden.
Auf Grundlage dieses Mandates der Ministerkonferenz von Wien wurde die Arbeitsgruppe Schwerverkehrsmanagementinstrumente (Advisory Board) vom Leitorgan beauftragt, folgende Studien durchzuführen.
Erstens, eine Studie betreffend die Angleichung der Schwerverkehrsmanagementsysteme ATB (Alpentransitbörse), AETS (Emissionshandelssystem) und TOLL+ auf einer vergleichbaren wissenschaftlichen, technischen und operativen Ebene (so genannte "ALBATRAS"-Studie).

Zweitens, eine Studie betreffend die wirtschaftlichen Auswirkungen auf nationaler und regionaler Ebene einschließlich der wirtschaftlichen, logistischen, sozialen und beschäftigungsbezogenen Auswirkungen auf den Transportsektor im Allgemeinen und auf den Straßentransportsektor im Besonderen (so genannte "EFFINALP"-Studie).

Drittens, eine vergleichende rechtliche Analyse der drei genannten Schwerverkehrsmanagementsysteme mit dem nationalen, europarechtlichen und internationalen Recht sowie bilateralen und multilateralen Abkommen (so genannte "LEGALP"-Studie).

During German Presidency (2012-2014) the Working Group elaborated two reports:
The first report addresses the evolvement of the Toll+ system. It consists of three pillars and puts particular focus on the following elements:
Firstly, a comparative synopsis of the elements of Toll+ on the basis of the three studies on heavy goods traffic management instruments (ALBATRAS, EFFINALP and LEGALP) carried out under the former Swiss presidency of the Zurich process was elaborated with the aim to develop an overview of the concept of Toll+. Secondly, existing and planned measures of the member states for charging heavy goods vehicles (HGVs) were summa-rised and discussed, in order to get a comprehensive picture of the current situation in this transport policy field. Thirdly, with a view to the further development of the Toll+ concept, a document was elaborated aiming at the identification of needs, aspects and elements for further in-depth analysis regarding an optimal design and a practical im-plementation of this concept in order to maximise its benefits und prevent unwanted effects. This part of the report deals with questions related to the practical implementa-tion of the instrument, the socio-economic technical and legal compliance with national and European legislation and realities, the spatial application of the system, its costs and the use of revenues, the diversion of traffic, possible flanking measures for lo-cal/regional particularities or hardship cases, the harmonisation of the various systems with particular emphasis on the Eurovignette Directive and the Swiss performance relat-ed heavy vehicle fee (HVF), required rail infrastructure capacities and services as well as the need for a possible first draft time schedule.
The second report of the working group addresses combined, multi-modal transport and rail transport services. It focuses on legal, financial and organisational measures to pro-mote combined transport, existing and planned projects for the development or the im-provement of infrastructure and/or new systems/concepts/techniques, information on offers for combined transport services including terminals for accompanied (ACT) and unaccompanied (UCT) transport, technical aspects such as limits regarding train length, loading gauge and train weight on the different Alpine crossings and references to vol-umes transported. The report also contains information concerning the connections and relations in ACT and UCT as well as on operators and undertakings offering the different services.
